This is a Baltimore Checkerspot butterfly that was photographed in the Wings of Fancy Butterfly Exhibit at Brookside Gardens in Wheaton, MD. It is designated the state insect of Maryland. Unfortunately, it is in declining numbers in the state. There are, however, a number of efforts to save this colorful butterfly. One such effort that the public can help with is detailed here.
